Since 2016 NATO CCDCOE participated in the development of a reference guide aimed at supporting national efforts of developing cyber security strategies. The process, led by the International Telecommunication Union (ITU), concluded with the publication of this ‘Guide to Developing a National Cybersecurity Strategy’ in September 2018. The guide represents a comprehensive one-stop resource for countries to gain a clear understanding of the purpose and content of a national cybersecurity strategy, as well as actionable guidance for how to develop a strategy of their own. The reference guide further lays out existing practices, relevant models and resources, as well as offers an overview of available assistance from other organizations. Included among the reference materials of are two NATO CCDCOE publications, National Cyber Security Strategy Guidelines and National Cyber Security Framework Manual.
The national cybersecurity strategy reference guide was developed by twelve partners from intergovernmental and international organisations, private sector, as well as academia and civil society.
