The 2017 International Conference on Cyber Conflict U.S. (CyCon U.S.) is proud to welcome Dr. P.W. Singer, leading author and defense strategist, Senator Martin Heinrich and Gen. Mark A. Milley, Chief of Staff of the U.S. Army, in addition to Lt. Gen. Paul Nakasone, commanding general of U.S. Army Cyber Command, among its keynote speakers. Cyber experts from around the world will meet in Washington, D.C. 7 to 8 November, to discuss the future of cyber conflict.
CyCon U.S. facilitates knowledge generation and exchange and builds relationships across the cyber community, including participation from military, government, academia, and industry from around the world. The conference promotes interdisciplinary cyber initiatives and furthers research and cooperation on cyber threats and opportunities.
Peter Warren Singer is considered one of the world’s leading experts on changes in 21st century warfare, authoring more books on the military professional reading lists than any other expert writer. Among his well-known books, Cybersecurity and Cyberwar: What Everyone Needs to Know“ explores the key questions we all face in the cyber age. He has consulted for the U.S. Military, Defense Intelligence Agency, and FBI, as well as advised a range of entertainment programs.
Martin Heinrich, U.S. Senator for New Mexico and member of the Senate Intelligence Committee and the Energy and Natural Resources committee has advanced legislation in favor of protecting American energy infrastructure from potentially catastrophic cyber-attacks. Also delivering a keynote is his colleague, Senator Mike Rounds of South Dakota sits on the Senate Armed Services Committee and chairs the newly formed Subcommittee on Cybersecurity, focused on DoD’s role in cyber deterrence and response. Gen. Mark A. Milley has commanded U.S. and joint forces at all levels and serves as the 39th Chief of Staff of the U.S. Army. In this role, he is the Secretary of the Army’s principal military advisor and deputy and also advises the President, the Secretary of Defense, and the National Security Council. Lt. Gen. Paul M. Nakasone assumed command of U.S. Army Cyber Command in 2016 and has operational responsibility for the Army’s cyber forces. He previously commanded the Cyber National Mission Force at U.S. Cyber Command.
Keynotes and panels at CyCon U.S. will shed light on DARPA’s Cyber Grand Challenge, the role of hackers in cyber conflict, cybersecurity from an economic perspective, cyber deterrence and much more. For example, Shane Harris, senior writer at the Wall Street Journal, Susan Hennessey of the Lawfare Blog, and David Sanger, New York Times national security correspondent will discuss the challenges journalists face when reporting national security issues and how to account for the reality that an adversarial nation state interfered with our election.

CyCon U.S. is a collaborative effort between the Army Cyber Institute at West Point and the Estonia-based NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), a NATO-affiliated cyber defense knowledge hub joining 20 nations.
CyCon U.S. complements the international CyCon Conference held every spring in Estonia. In 2018 CCDCOE will host the 10th anniversary conference on cyber conflict, CyCon. Each year around 600 decision-makers, opinion-leaders, militaries, law and technology experts from government, military, academia and industry from nearly 50 countries meet at CyCon in Tallinn to address current cyber security issues in an interdisciplinary manner.
