Authored by nineteen international law experts, Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations is an influential resource for legal advisers dealing with cyber issues. The updated and considerably expanded second edition of the 2013 Tallinn Manual on the International Law Applicable to Cyber Warfare is published by Cambridge University Press. The drafting of the Tallinn Manual was facilitated and led by the NATO Cooperative Cyber Defence Centre of Excellence.
The focus of the original Manual was on the most severe cyber operations, those that violate the prohibition of the use of force in international relations, entitle states to exercise the right of self-defence, and/or occur during armed conflict. Tallinn Manual 2.0 adds a legal analysis of the more common cyber incidents that states encounter on a day-to-day basis and that fall below the thresholds of the use of force or armed conflict.

The NATO Cooperative Cyber Defence Centre of Excellence, the Atlantic Council, and the Embassy of the Kingdom of the Netherlands to the United States co-organise the world launch that includes a panel discussion with Professor Michael Schmitt (director of the Tallinn Manual process), The Honourable Jane Holl Lute (board director at the Atlantic Council), Rutger van Marissing (senior policy officer at the Netherlands Ministry of Foreign Affairs) and Jason Healey (senior fellow at the Atlantic Council and Columbia University. Former president will speak at a reception hosted by Baker & McKenzie and the Embassy of Estonia after the event.

The European Launch of the Tallinn Manual 2.0 is co-organized by the Netherlands Ministry of Foreign Affairs, T.M.C. Asser Instituut and the NATO Cooperative Cyber Defence Centre of Excellence. The panel discussion features Professor Michael Schmitt (director of the Tallinn Manual Process), Marina Kaljurand (former Estonian Minister of Foreign Affairs), Dr Marten Zwanenburg (Senior Legal Advisor, Netherlands Ministry of Foreign Affairs) and Steven Hill (NATO Legal Adviser).
