NATO Cooperative Cyber Defence Centre of Excellence is pleased to invite the submission of abstracts for the 12th International Conference on Cyber Conflict (CyCon 2020), to be held from 26-29 May 2020 in Tallinn, Estonia.
CyCon 2020, entitled 20/20 Vision: The Next Decade, will ask questions about how cyberspace and cyber conflict will evolve in the 2020s. What are the emerging technologies, policies and legal frameworks that will shape the future at societal and personal levels? How can we ensure that the cyberspace, continuously open to technological innovation, will be more transparent, predictable and safe, still reflecting our values?
The Call for Papers is open until 14 October 2019.
Authors are asked to submit an abstract of the planned paper, which should describe the topic and set out the main aspects and structure of the study (200 – 300 words). After a preliminary review and the acceptance of the abstract, the respective authors will be requested to submit original and unpublished papers (up to 6000 words, incl. footnotes and references), meeting high academic research standards. Submitted papers will be subject to a double-blind peer review.

Throughout the years, CyCon has established itself as a prominent multidisciplinary conference, introducing keynotes and panels focusing on the technical, legal, policy, strategy and military perspectives of cyber defence and security. This is thanks to the high-quality original academic research presented at the conference. In 2019, the Academic Review Committee selected 29 articles that were presented at CyCon 2019 and published in the proceedings.
NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) is a NATO-accredited cyber defence hub focusing on research, training and exercises. The international military organisation based in Estonia is a community of currently 25 nations providing a 360-degree look at cyber defence, with expertise in the areas of technology, strategy, operations and law.
In addition to annually hosting CyCon, CCDCOE is home of the Tallinn Manual 2.0, the most comprehensive guide on how International Law applies to cyber operations. The Centre also organises the world’s largest and most complex international live-fire cyber defence exercise Locked Shields and an annual cyber-kinetic exercise Crossed Swords.
