Registration for CyCon 2024: "Over the Horizon”

The International Conference on Cyber Conflict, CyCon 2024, will take place in Tallinn, Estonia from 28 to 31 May.

CyCon has been held since 2009 and has established itself as a prominent interdisciplinary conference and community-building event, showcasing the latest research and facilitating discussion on the most topical technical, policy, legal, and military issues related to cyberspace and its impact on our societies. It facilitates networking and cross fertilisation of ideas between practitioners, academia, governments, militaries and industry.

The theme of the 16th iteration is “Over the Horizon”. The ever-increasing rate of technological development has been apparent for some time. We are reaching a point where is also increased socio-economic and geopolitical change. Combined, this has the potential to cause sudden unprecedented change in world order, participative democracy and in the structure and values of our societies and economies.

“Over the Horizon” denotes the need not only to look at the forthcoming technological trends on the horizon but also to start forecasting beyond that horizon due to accelerating rates of change, and to examine the outcome of potential interplay between science, technology, innovation, industry, law, socio-economic factors and geopolitics.

CyCon 2024 is a four day multitrack conference featuring around 100 speakers on stage, including distinguished keynote speakers from government, academia and industry. The presentations are based on original academic contributions submitted in response to public Call for Papers with over 200 abstracts received. After a selection processes and peer review according to IEEE standards, twenty selected papers are published in the conference proceedings, a book which will be distributed to attendees at the beginning of the conference.

The event features a welcome address delivered by the President of Estonia Alar Karis. Keynote speakers include the NATO Assistant Secretary General for Innovation, Hybrid and Cyber, David van Weel; U.S. Ambassador at Large for Cyberspace and Digital Policy, Ambassador Nathaniel Fick, U.S. Ambassador at Large for Cyberspace and Digital Policy; Dr. Paul Vixie, a pioneer of the Internet; Amy Hogan-Burney, General Manager and Associate General Counsel for Cybersecurity Policy & Protection at Microsoft; Lieutenant General Michael Vetter from the Federal Ministry of Defence, Germany.
